Coordinates, processes, and reports all activity for witness and expert witness travel in the Defense Travel System (DTS). As necessary, provides legal assistance and guidance to clients.     We are currently seeking a talented, motivated and solution-focused individual for a mid-level to senior federal regulatory attorney position. The successful candidate will perform legal services required by TEP and its affiliated companies (collectively “Company”).The Company’s service territory is in Arizona and the successful candidate must be a Tucson, Arizona resident or willing to move to Tucson.     **Position Description and Related Responsibilities**

    Specific responsibilities include, but are not limited to, the following:

    + Serves as federal regulatory counsel, providing advice and counsel to all levels of management and multiple corporate client groups primarily on matters subject to utility regulation by the U.S. Environmental Protection Agency (“EPA”), state environmental agencies and other federal regulators.

    + Monitors new rulemaking and policies and performs research and analysis of the Company’s factual and legal position regarding various regulatory and related matters.

    + Analyzes applicable law and supports the development of strategies to mitigate risk and comply with existing and potential environmental and other federal regulation, including supporting the Company’s participation inregulatory and legal proceedings.

    + Advises and provides counsel on environmental legal matters such as air quality, water quality, wastes and byproducts (including coal combustion residuals and hazardous wastes), remediation, and spill or release response, with the assistance of outside counsel as needed.

    + Advises on discrete areas of utility-specific federal regulation (such as FCC licensing, pole attachments, and federal contracting).

    + Advises on and assists in the development, implementation and oversight of Company policies, procedures, and controls for compliance.

    + Provides necessarytraining to Company personnel to ensure overall corporate compliance.

    + Represents the Company in regulatory proceedings before the EPA and other state environmental and federal regulatory agencies that potentially may include motion practice, discovery, oral arguments, examining witnesses, preparing briefs, audit data requests and interviews of Company personnel, with support of outside counsel as determined appropriate.

    + Provides counsel on permitting and compliance matters, supporting the preparation and filing of various compliance documents.

    + Communicates and collaborates with personnel throughout the Company and external industry peers, trade organizations and regulators, as appropriate, representing the Company’s interest in industry initiatives, policies, regulatory filings, and compliance best practices, as well as fostering positive relationships across such organizations.

    + Contract review and negotiation related to assigned regulatory areas of responsibility.

    + Works with and manages outside legal counsel and consultants and budgets for the same.

    + May perform any other duties as may be assigned.

    **Knowledge, Skills & Abilities** (Equivalent combination of education and experience will be considered.)

    _Minimum Qualifications_

    + Degree from ABA-accredited law school.

    + Admitted or ability to become admitted to practice law in the State of Arizona.

    + At least five (5) years of legal experience providing counsel on permitting, compliance and/or litigation matters arising under one or more major federal environmental statutes, including the Clean Air Act, Clean Water Act, Resource Conservation & Recovery Act, and/or the Comprehensive Environmental Response, Compensation & Liability Act, and related state programs.

    + Electric and gas utility experience preferred.

    + Experience counseling clients on compliance measures and advocacy strategy related to the Clean Air Act, including National Ambient Air Quality Standards, Regional Haze Program, Good Neighbor Program, New Source Review and Prevention of Significant Deterioration permitting and related implementing regulations preferred.

    + Experience with the regulation of Coal Combustion Residuals under subtitle D of the Resource Conservation & Recovery Act, climate disclosure regulation, and/or Arizona water rights law a plus.

    + Energy and natural resource law experience preferred.

    + Attend business meetings related to content creation and provide input regarding best practices.

    + Attend on-location advertising shoots when needed.

    + Stay abreast of legal developments impacting clients and provide legal education and training for clients.

    + JD Degree.

    + 7+ years providing legal advice regarding commercial, digital media, marketing and advertising- related matters and strategic initiatives.

    + Ability to interact comfortably with executives and senior management.
