    Summary

    This position is located with the Office of Environmental Health and Engineering at the Navajo Area Indian Health Services Office in St. Michaels, AZ. The primary purpose of this position is to manage the Area-wide industrial hygiene, safety management, and risk management programs. Providing consultation and industrial hygiene service to assist Tribal and Reservation enterprises/industries to comply with regulations. Conducting sampling and analyses to identify and control contamination.

    Responsibilities

    Carries out Industrial Hygiene investigations to identify and control exposures resulting from chemical agents, physical energy, asbestos, noise, vibration, excessive temperatures, pressure extremes, and radiological and biological agents. Develops and recommends control techniques and preventive measures to eliminate hazardous exposures to employees and/or unsafe conditions. Provides consultation and sampling/analysis assistance on matters concerning hazardous wastes, air pollution, pesticides use, asbestos, radiation hazards, toxic agents, and water contamination on the Navajo Reservation and surrounding area. Assist in the development and implementation of internal/external disaster response mechanisms and emergency preparedness activities for the Area. Conducts loss control and risk management surveys to identify potential unsafe conditions to the visitors, patients, and employees of Indian Health Service facilities.

    Qualifications

    To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. For positions requiring positive education requirements, or if you are using education to meet all or part of the qualification requirements, you MUST submit a copy of your transcripts or an itemized list of college courses which includes equivalent information from the transcript (course title, semester/quarter hours, and grade/degree earned) in your resume. BASIC REQUIREMENT(S):

    Education: Must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. Applicants must meet one of the following requirements: A bachelor's or graduate/higher level degree in industrial hygiene, occupational health sciences, occupational and environmental health, toxicology, safety sciences, or related science; or A bachelor's degree in a branch of engineering, physical science, or life science that included 12 semester hours in chemistry, including organic chemistry, and 18 additional semester hours of courses in any combination of chemistry, physics, engineering, health physics, environmental health, biostatistics, biology, physiology, toxicology, epidemiology, or industrial hygiene; or Certification from the American Board of Industrial Hygiene (ABIH). Courses in the history or teaching of chemistry are not acceptable. Evaluation of Education: All science or engineering courses offered in fulfillment of the above requirements must be acceptable for credit toward the completion of a standard 4-year professional curriculum leading to a bachelor's degree in science or engineering at an accredited college or university. For engineering degrees to be acceptable, the curriculum must be in a school of engineering with at least one curriculum accredited by the ABET (Accreditation Board for Engineering and Technology) as a professional engineering curriculum.

    Evaluation of Experience: Qualifying experience involves the recognition, evaluation, corrective actions, and elimination of environmental conditions in the workplace that causes sickness, impaired health, or illness. This experience must demonstrate a professional knowledge of the theory and application of the principles of industrial hygiene and closely related sciences such as physics and engineering controls.

    Such work must have involved experience in all of the following areas: the acquisition of quantitative and qualitative data, and the measurement of exposures for a variety of chemical, physical, and biological stresses; the analysis of the data acquired and the prediction of probable effects of exposures on the health and well-being of workers; and the selection and recommendation of appropriate controls, including management, medical, engineering, education or training, and personal protective equipment. In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.

    MINIMUM QUALIFICATIONS:

    GS-12: Applicants must have one (1) year of specialized experience equivalent to the GS-11 grade to qualify.

    Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Recognition, evaluation, corrective actions, and elimination of environmental conditions in the workplace that causes sickness, impaired health, or illness. Experience in high level technical areas of Infection control in healthcare facilities, code interpretation, and accreditation support. Communicate with professionals, leadership, and staff to ensure compliance with standards, policy and regulations. The acquisition of quantitative and qualitative data, and the measurement of exposures for a variety of chemical, physical, and biological stresses; the analysis of the data acquired and the prediction of probable effects of exposures on the health and well-being of workers. Develop methods for the control of health hazards. Provide guidance in emergency management according to healthcare regulations such as the Joint Commission, OSHA, EPA, FEMA, NRC, FDA and other applicable health, safety and Industrial Hygiene standards related to Healthcare environment. Experience in decision making and recommends control measures of serious exposures or dangers. Use and calibration of most common types of industrial hygiene and environmental monitoring or sampling equipment.

    Note: Certification from the American Board of Industrial Hygiene (ABIH) is highly desirable. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level.
