The primary purpose of this position is to serve as the senior-level Wing Cybersecurity Manager who is the wing commander's authority and focal point for cybersecurity and communications security.
Serves as a Wing Cybersecurity Manager. Applies Information Technology (IT) security principles, methods, and security products to protect and maintain the availability, integrity, confidentiality, and accountability of information system resources
Implements IT security policies and procedures to ensure protection of information transmitted to the installation, among organizations on the installation, and from the installation using Local Area Networks (LAN), Wide Area Networks (WAN).
Serves as the Communications Security (COMSEC) Manager for all cryptographic activities including managing the Cryptographic Access Program (CAP).
Implements and manages the Key Management Infrastructure System (KMI) program. This includes system configuration and operation of the Local Management Device, Data Transfer Device, and Key Processor.

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions. There is no Group Coverage Qualification Standard for this series. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. OR
Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes applying a full range of IT security principles, methods, regulations, policies, products and services sufficient to develop specifications to ensure compliance with security requirements at the LAN level and to plan and coordinate the delivery of an IT security awareness training program for end users at all levels at the installation. Utilizing IT security requirements for certification and accreditation; network operations and protocols; systems testing and evaluation; and performance management methods sufficient to implement and coordinate activities designed to ensure, protect, and restore IT systems, services, and capabilities; to monitor and evaluate systems compliance with IT security requirements; provide advice and guidance in implementing IT security policies and procedures in the development and operation of network systems; to plan and conduct security accreditation reviews for installed systems or networks; and to recommend new or revised security measures and countermeasures based on the results of accreditation reviews. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a full range of IT security principles, concepts, practices, products and services (including systems software, database software, immediate access storage technology), and methods for evaluating risk and vulnerability, implementing mitigating improvement, and disseminating IT security tools and procedures. 2. Knowledge of IT INFOSEC security requirements for certification and accreditation, network operations and protocols, systems testing and evaluation, and performance management methods sufficient to plan and conduct security accreditation reviews for installed systems or networks and assess and advise on new or revised security measures and countermeasures based on the results of accreditation reviews. 3. Knowledge of Local Area Network security requirements and techniques for protecting computer systems from viruses, data tampering, and unauthorized system entry. 4. Knowledge of a broad range of telecommunications concepts and principles, operating modes, systems, media, equipment, equipment configuration, and related software systems, processes and procedures to assess and advise on vulnerability to attack from a variety of sources (e.g., espionage, disruption of services, destructive programs/applications) and procedures and methods for protection of systems and applications.
5. Ability to communicate effectively, both orally and in writing. 6. Ability to develop and conduct training on information security. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
