Job Summary:

The Joint Standoff Weapon (JSOW) program is seeking a Production Execution Senior Program Manager. This role will be responsible for production for the US Navy and Foreign Military Sales (FMS) customers.

A significant Transition to Production/Production contract was awarded in December 2023 for two Foreign Military Sales (FMS) customers, this role will be responsible for the tactical execution of all facets of Production including restarting the JSOW production line with new suppliers primarily resulting from the Raytheon Precision Machining (RPM) business exit. This role offers a unique opportunity and provides unparalleled experience leading a legacy Raytheon program production re-start effort. This position requires proficiency in leading dynamic production problem solving, cross functional teams, and managing a high visibility effort. In addition, communicating project goals/objectives/decisions and results to leadership and customers. An optimal candidate will have experience in team building, building customer relationships, experience in effectively managing and adapting program cadence to ensure success. The Production Execution Senior Program Manager will report to the JSOW Program Associate Director.

The Production Execution Senior Program Manager will be a critical member of the JSOW Leadership Team. There will be a high level of senior leadership visibility in this role due to the significant commitments of standing up a production line. The nature of this role will require a poised and motivational leader who can lead through the challenges associated with re-starting production. A positive culture is paramount to the success of the JSOW program, and therefore needs a leader who can maintain and cultivate this critical element of the program.

This is a Hybrid position located at our Rita Road location in Tucson, Arizona. You must be able t to be in the office 2-3 days a week.

Responsibilities to Anticipate:

+ Transition to Production/Production lead responsible for meeting contractual obligations to Foreign Military Sales (FMS) customers

+ Support and drive AOP objectives and action plans

+ Partner with Supply Chain to develop the strategy for new suppliers for production restart

+ Maintain and communicate a clear program execution methodology that provides clarity and visibility into execution status

+ Maintain a positive team dynamic and collaborate with functional leaders to align execution strategy

+ Optimize near term obsolescence risk mitigation processes

+ Establish a strong working relationship with USG counterparts, including the US Navy (PMA-201), and Foreign Military Sales (FMS) counterparts

+ Lead production proposal activity

+ Ability to travel Domestically as needed

Basic Qualifications:

+ A University Degree or equivalent experience and minimum 10 years prior relevant experience, or An Advanced Degree in a related field and minimum 7 years’ experience

+ Experience leading Profit & Loss for DoD contracts

+ Prior Program Management experience

+ Prior Leadership experience

+ Experience managing risk, cost, quality, and schedule performance

+ Active and transferable U.S. government issued security clearance is required prior to start date. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

Preferred Qualifications :

+ Program Management Level 5 certified

+ Understanding and experience with international customer acquisition, budgeting, export policy, and offset process

+ Prior leadership experience that includes the execution of production or similar effort

+ Proven track record of customer relationship building

+ Strong proficiency in partnering in matrixed organizations

+ Onsite: Employees who are working in Onsite roles will work primarily onsite. This includes all production and maintenance employees, as they are essential to the development of our products.

+ Hybrid: Employees who are working in Hybrid roles will work regularly both onsite and offsite. Ratio of time working onsite will be determined in partnership with your leader.

+ Remote: Employees who are working in Remote roles will work primarily offsite (from home). An employee may be expected to travel to the site location as needed .

The salary range for this role is 118,000 USD - 246,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.

This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.
