Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain DoD Personnel to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This IT Specialist position is with the U.S. Army Communication Electronics Command (CECOM) INFO Systems Engineering Command in Fort Huachuca AZ. Selection will be made at the GS-12 or GS-13 grade level. Responsibilities Monitors the ongoing operation of a complex network environment with a large number of users in an installation/command ensures corrective action to restore operation actions and operational service. Prepares and proposes plans, concepts, and doctrine to ensure continuity in transition of new and existing DoD systems. Performs in-depth analysis of automated and manual systems related to networks and /or telecommunications to accomplish design goals. Serves as team leader responsible for the staff supervision of assigned, telecommunications systems, networks, projects and programs Provides technical planning and hardware/software engineering assistance to Information Management system user requiring communications/network support in the initial stages of project planning. Explores and evaluates technology concepts and advanced state of the art information/communication systems to meet future Army requirements. Basic Requirements for IT Specialist (SYSANALYSIS/SYSADMIN) GS-12: IT-related experience demonstrating each of the four competencies listed below, based on the grade-level required, at this position being filled: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND I have one year of specialized experience equivalent to the GS-11 grade level or equivalent pay band in the federal service which includes work that involves 1) Overseeing projects from beginning to end, and making necessary adjustments to plan in coordination with staff, leadership and customer. AND 2) Developing guidance for short and long range information/telecommunication technology plans. AND 3) Analyzing data to prepare project synopsis to compare alternatives in terms of cost, time, necessary equipment and staff to recommend to management. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade of equivalent (GS-11). GS-13:GS: IT-related experience demonstrating each of the four competencies listed below, based on the grade-level required, at this position being filled: 1. AND I have one year of specialized experience equivalent to the GS-12 grade level or equivalent pay band in the federal service which includes work that involves 1) Implementing audio visual and video distribution system (AV/VDS) experience in regulatory requirements for complete system testing and security accreditation. AND 2) Applying knowledge and experience with using new and existing methods to solve multi-disciplinary integration problems involving state-of-the-art equipment audio visual equipment, classified networks, and leveraging enterprise capabilities. AND 3) Planning long-or short term organizational objectives. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade of equivalent (GS-12).
